Job Scope:
The purpose of this position is to assist in the planning and development of parks and facilities, oversee the coordination of maintenance and operations of parks and facilities. Successful performance helps ensure the maintenance and attractiveness of city parks and facilities for use by local citizens.
Essential Duties and Responsibilities:
- Prioritizes, assigns, and directs all maintenance and repair activities.
- Inspects and evaluates condition of parks, facilities, equipment, and vehicles.
- Researches, evaluates, and determines feasibility and cost-effectiveness impact of park development and equipment purchases; estimates time and materials for projects.
- Prepares regular and special reports for the Asst. Parks Director and Park Board.
- Prepares preliminary drawings, floor plans, scope of work and budget of projects for parks director and park board review and submittal to architects/engineers for finial plans.
- Prepares bid documents for construction projects, equipment and vehicle purchase.
- Coordinates the construction and maintenance of park facilities and infrastructure projects to alleviate impact on the general public and private organizations.
- Establishes and maintains effective working relationships with public officials, contractors, and staff.
- Develops the annual construction and maintenance budget.
- Hires, supervises, disciplines, and terminates, full-time, part-time and seasonal workers.
- Regularly evaluates full-time staff, make recommendation to promote/demote.
- Investigates and responds to public complaints and inquiries.
- Seeks grants for park improvement projects.
- Investigates infrastructure failures; determines cause of failure and appropriate repair method.
- Prepares bid specifications for capital improvement projects, plumbing, HVAC, equipment, vehicles, tools, and materials; supervises pre-bid meetings and bid openings.
- Monitors swimming pool water quality and mechanical operation.
- Evaluates facilities, programs, and equipment; recommends changes and improvements to Asst. Parks Director; plans, designs, and locates such facilities as parking lots, restrooms, and baseball/soccer fields.
- Negotiates on behalf of the Parks Department with government agencies such as Department of Natural Resources, Environmental Protection Agency, Air Force and Missouri Conservation Department.
- Performs other related duties as assigned.

Minimum Qualifications:
- High School diploma or GED required.
- Associate Degree in Park Management, Leisure Management or related field from an accredited college preferred.
- AFO/CPO certified in pool maintenance and operations.
- 5 years of managerial experience in Parks and Recreation or as general contractor with a minimum of 3 years of supervisory experience.
- Valid drivers license.
- Must agree to be subject to on-going random drug screen throughout employment.
Necessary Knowledge, Skills, and Abilities:
- Knowledge of city and department policies and procedures.
- Knowledge of project planning and construction practices, including building codes.
- Skills in operating a computer, various software programs, C.A.D., excel, word processing, etc.
- Knowledge of budget planning and administration.
- Skill in organizing work, setting priorities, meeting critical deadlines, and following up on assignments with a minimum of direction.
- Knowledge of specialized safety practices for playgrounds, chemical handling, and confined spaces.
- Knowledge of carpentry, plumbing, and electrical techniques and practices.
- Skill in reading blueprints, drawings, and topographic maps.
- Skill in using construction and surveying tools and equipment.
- Skill in operating all parks and public works equipment and tools.
- Skill in interpersonal relations.
- Skill in oral and written communication.
Guidelines:
- Department policies and procedures.
- Local and state building codes, engineering and architectural plans, and aquatics facilities guidelines.
- Guidelines require judgment, selection, and interpretation in application.
Complexity:
The work consists of varied duties related to parks development, overseeing the coordination of maintenance and operations of parks and facilities. Coordinating and scheduling of various government agencies and contractors. Inclement weather and the need to schedule work around public use of parks and facilities contribute to the complexity of the work.

Supervisory and Management Responsibility:
This position has direct supervision over Assistant Parks Superintendent (1), Parks Maintenance Technician III (1), and Parks Maintenance Te4chnician II (4).

The work is typically performed while sitting at a desk or table with intermittent standing or stooping. Routinely outdoors, inspects, evaluates and assists with progress of projects. The employee occasionally lifts light and heavy objects, climbs ladders, and distinguishes between shades of color.
Work Environment:
The work is typically performed while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee lifts light and heavy object typically not to exceed 50 pounds, climbs in and out of equipment and uses tools or equipment requiring a high degree of dexterity. The employee may be required to distinguish between shades of color.
