Employment Opportunity Summary
The purpose of this position is to perform a variety of manual labor tasks from unskilled at the entry level to semi-skilled/skilled level upon completion of on-the-job and other training. Tasks assigned to this position include maintenance, repair, construction, cleaning, operation and provision of services by the Public Works Department. This position will use hand tools, power tools and some motorized equipment in completing work assigned.

Job Scope:
This position is entry level and will receive direct supervision until the worker can perform tasks in compliance with the methods and procedures required of characteristically routine work assignments. The position is a member of a work crew completing Public Works projects and performs manual tasks. The tasks include work requiring the use of mowers, trimmers and other electric/battery/gas hand tools and equipment. Successful performance helps ensure the completion of safe and effective Public Works projects.
Essential Duties and Responsibilities:
General Duties Required of All Positions of this Class:
- Accepts guidance and direction from lead worker and supervisory staff.
- Performs manual labor, such as: heavy lifting, digging, pushing, pulling, twisting and turning for extended periods of time under all weather conditions.
- May assist with forming, pouring and finishing concrete.
- May assist with repair of streets including filling of potholes and sealing cracks. Flags traffic and performs spotting activities, as necessary.
- May load and/or offload materials used at the job site.
- Assists in surface restorations, including yards, sidewalks, driveways, parking lots, curbs, roads, etc. This may include replacing fence, landscaping, such as placing sod, raking and other landscape types of jobs.
- Collects trash, recycling, yard waste materials including animal remains at the curb or alley and places in garbage truck.
- Receives instruction and training in the operation of equipment used such as lawnmowers, weed trimmers, weed sprayer and other lawn related hand tools. Operates various hand and power tools, such as chain saws, jack hammers, and air compressors. Performs unskilled and semi-skilled maintenance duties including mowing and trimming, snow and ice removal and assisting with code enforcement abatements.
- Assists in performing “light” preventative maintenance on tools, equipment, vehicles and trucks. Fuels, washes and cleans trucks and equipment.
- Cleans equipment, such as power washing containers and carts and assists in repairing containers. Assists in keeping shop and garage areas clean and supplies stocked. Maintains a clean and orderly work area and assists in maintaining clean common areas, such as break-rooms and restrooms.
- Complies with operations and maintenance guides for equipment, machinery and tools.
- Responds to citizen inquiries and/or complaints in a courteous and timely manner. Provides customer notifications, using hang tags for events such as water outages, testing meters/backflows, excavating, road improvements, capital projects, etc.
- Attends any classes, as requested and funding allows
- Follows all safety rules and City of Sedalia regulations and reports hazards to relevant supervisor or crew leader.
- Arrives at assigned time, gets along well with others, manages time efficiently, and promotes utility efficiency. Assists in keeping clean and maintaining order in yard and shop areas.
- Regular attendance is a necessary and essential function.
- In times of inclement weather or following severe storms, other emergencies, due to employee illnesses or at the request of the Public Works Director, laborers may be called upon to work in other than their assigned Public Works department (i.e., Mowing & Alley Maintenance, Recycling & Sanitation, Street, Water, and Water Pollution Control).
- Maintains records of work activities in a manner that ensures completion by the due date of accurate and complete documents.
- Performs other duties as assigned.

Minimum qualifications:
- High School diploma or GED
- Must have a valid Missouri driver’s license.
Condition of Employment:
Must successfully complete a pre-employment drug screen and agree to be subject to random drug screen throughout employment.
Necessary Knowledge, Skills, and Abilities:
- Knowledge of department functions, policies, and procedures.
- Knowledge of safety rules and precautions in operating tools and equipment.
- Knowledge of traffic laws and safety rules governing operation of motor vehicles and equipment on City roads.
- Skill in carrying out verbal and written instructions.
- Skill in working in adverse weather conditions.
- Skill in working independently or as a crew member.
- Skill in performing routine and preventive maintenance on equipment.
- Skill in using hand and power tools.
- Knowledge of occupational safety rules, practices and traffic laws.

- Ability to work at height, in confined spaces (i.e., wastewater — trenches or interior to wastewater treatment plant, lift station or manholes or water — water towers, storage tanks or trenches).
Guidelines:
- City and department policies and procedures, building codes, safety regulations, traffic laws, employee handbook and supervisory instructions.
- Guidelines require judgment, selection, and interpretation in application.
Complexity:
The work consists of manual labor that occurs outside during all weather conditions, in trenches and other confined spaces in roadways where traffic contributes to the complexity of the work.

The employee typically works while intermittently sitting, standing, walking, bending, crouching, pushing, pulling, lifting or stooping. The employee may be subject to fumes, foul odors, dust, hazardous waste, potentially disease causing materials and dirty working conditions. The employee may be required to lift light and heavy objects up to 100 lbs., climb in and out of equipment and use tools or equipment requiring a high degree of dexterity. The employee may be required to distinguish between shades of color.
Work Environment:
The employee will be exposed to all weather conditions, traffic hazards and noisy working conditions. Employee routinely works out of doors and will be exposed to machinery noise and machinery with moving parts. The work may require the use of protective devices such as hard hats, gloves, safety glasses, ear plugs and work boots.
