City Delays Community Center Land Acquisition
(SEDALIA, MISSOURI): The Sedalia City Council, citing economic and environmental concerns, has decided to delay moving forward with the purchase of property for a proposed Community Center. Until recently, the City had been negotiating for the purchase of more than fifteen acres of property owned by Union Pacific (UP) on E. Broadway Boulevard in Sedalia.
“With the recent economic environment, funding the construction and operation of a Community Center could be a challenge for the City,” said City Administrator Keith Riesberg. “Additionally, the capital funds anticipated for the Community Center project may well be needed to make sanitary sewer improvements to satisfy the terms of the recent sewer system consent order.”
“We can put this project on the shelf for now,” said Mayor Elaine Horn. “At a time when we’re able to move forward, the [Community Center feasibility] study will still be valid and ready to go. It is just not the right time to pursue a Community Center.”
The proposed site was identified by the 2008 Community Center Feasibility Study as the preferred site selected by community participants in the process. Since March 2008, City staff has been negotiating with UP for the purchase of the property. Union Pacific proposed a price of $375,000 for the approximately sixteen acres of land.
As part of its due diligence, the City partnered with the Missouri Department of Natural Resources (DNR) to perform an environmental investigation of the property. Following completion of Phase I and II environmental assessments, areas of the site were identified as in need of remediation for the site to be used as a Community Center. The cost of those remediation efforts, coupled with the concern over overall funding of the project, led City Council to abandon efforts to purchase the property.
