Job Scope:

The purpose of this position is to maintain public works facilities and grounds. The position may under the direction of supervisory Public Works Department staff assist in performing predictive, preventative and corrective maintenance, as needed, on City equipment and buildings to keep failures at a minimum. Successful performance will help to ensure the maintenance of public work facilities affecting the City’s workforce, assisting in the City’s public image and ensuring the safe and efficient operation of the City’s various Public works systems and services.

Essential Duties and Responsibilities:

General Duties Required of All Positions in this Class:

  1. Monitors and takes appropriate action to maintain, under direction of a Public Works supervisor, assigned city grounds and facilities; may be required to open and close buildings, and hang and remove flag each day and prepare for proper storage.
  2. Services department equipment and tools, checks fluids, changes oil and filters,  maintains service logs for equipment, such as generators, smoke detectors and alarms, fire extinguishers, etc.
  3. Assists in conducting Municipal Separate Storm Sewer System (MS4) building inspections, maintains compliance documents and assists in conducting employee training.
  4. Cleans common areas, such as restrooms and break rooms, and empties trash. Stocks hand towels and toilet paper in restrooms, replaces deodorizer, refills supply closet and picks up supplies.
  5. Completes janitorial tasks, such a sweeping, mopping, waxing and buffing floors, vacuuming and shampooing carpets. Dusts furniture, shelves and woodwork, cleans glass and changes light bulbs.
  6. Performs minor building repairs, including painting and ceiling tile replacement, plumbing and electrical and other tasks commonly associated with light building maintenance. Replaces furnace and air conditioning filters.
  7. Maintains parking lots and sidewalks for assigned facilities. Salts and, as needed, removes snow and ice from sidewalks including building entrances, mows or uses trimmer to maintain grass and weeds. Collects debris and trash from assigned facility properties for appropriate disposal.
  8. Sets up facilities for special events.
  9. Performs minor plumbing repairs.
  10. Maintains records on equipment including pumps, wells, motors and other equipment including information about breakdowns, repairs and maintenance performed.
  11. Follows all safety rules established by the City of Sedalia.
  12. Grounds keeping at assigned facilities, as needed, including, but not limited to, preparation and painting of equipment, walls and floors and moving and trimming of grass and weeds.
  13. Arrives at assigned time, gets along well with others, manages time efficiently, and promotes efficiency in overall operations.
  14. Directly supervises other maintenance technicians including part time staff. Provides guidance and training to less experienced maintenance technician and grounds keeping staff.
  15. Coordinates work with other crews and department personnel.
  16. Performs other related duties as assigned.
  17. Regular attendance is a necessary and essential function.
  18. Attends training classes, as requested and funding allows.

Duties Specific to the Street Department:

  1. Trains to operate light and heavy equipment, including skid steers, backhoes, dump trucks and other department equipment.
  2. Works with various street crews when additional labor is needed, such as, filling potholes, crack scaling, repairing/replacing concrete curbs, gutters, sidewalks, or trimming trees, brush and other vegetation from public property.

Duties Specific to Water Department:

  1. Services and maintains Water Department equipment, including, but not limited to, water filtration plant equipment, pump stations, booster station, well field equipment, distribution equipment and as needed, maintenance at Spring Fork Lake. Documents and maintains records related to equipment maintenance at the plant, pump stations, booster station or well field.
  2. Under the direction of a Water Department supervisor ensures operation of machinery and mechanical equipment by completing predictive, preventive and corrective maintenance requirements used in the treatment of water including maintenance of the filtration plant, pump stations, booster stations, following diagrams, sketches, operations manuals, manufacturer’s instructions and engineering specifications; troubleshoots malfunctions; and works on any distribution equipment, as needed.
  3. Locates sources of problems by observing mechanical devices in operation; listening for problems and through use of precision measuring and testing instruments. Reports any equipment and/or maintenance problems to the Chief Operator.
  4. Assists in replacing mechanical equipment, electrical equipment, outdoor lighting, pump station and booster station equipment.
  5. Assists in replacing hydraulic equipment and pumps.
  6. Assists in replacing pneumatic equipment.
  7. Assigns and monitors performance of part time maintenance staff working on maintenance program tasks for the water filtration plant, the pump stations and booster station.

Minimum qualifications:

  1. High School diploma or GED
  2. 2 years’ experience using hand tools and maintaining buildings
  3. 1 year of experience in routine building custodial work preferred
  4. Valid Missouri driver’s license

Condition of Employment:

  1. Must successfully complete a pre-employment drug screen and agree to be subject to ongoing random drug screen throughout employment.
  2. Must obtain and maintain a valid Missouri class E chauffeur’s license within 6 months of employment.

Necessary Knowledge, Skills, and Abilities:

  1. Knowledge of general mechanical, hydraulic, pneumatic, and electrical operations and systems.
  2. Knowledge of department policies and procedures.
  3. Skill in reading blueprints and schematic drawings.
  4. Skill in maintaining records.
  5. Skill in repairing and maintaining pumps.
  6. Skill in utilizing various hand and power tools.
  7. Skill in oral and written communication.
  8. Knowledge of basic health and safety procedures including lockout tag out and confined space entry.
  9. Ability to recognize unusual conditions in the filtration plant’s operating equipment.

Guidelines:

  1. City ordinances.
  2. Building and electrical codes.
  3. Department policies and procedures, and supervisory instructions.
  4. Guidelines require judgment, selection, and interpretation in application.
  5. Missouri Department of Natural Resources rules & regulations and U.S. EPA rules and regulations.

Complexity:

The work consists of related duties in the maintenance and repair of mechanical and electrical equipment. Confined work spaces and exposure to raw water contribute to the complexity of the work.

Purpose of Contacts:

Contacts are typically to give or exchange information, provide services, resolve problems, motivate or influence persons, and clarify, justify, defend, negotiate, or settle matters.

Supervisory Responsibility:

Responsible for supervision and training of other maintenance mechanics and part time employees. Responsibility of the position includes spare parts inventory.

Physical Demands:

Employee must be physically able to operate a variety of machines, tools, and equipment which may include motor vehicles, computers, power tools, and mechanical hand tools, etc. Employee occasionally lifts light and heavy objects (100+ lbs.), climbs ladders and must have clarity of vision including three-dimensional vision, ability to identify and distinguish color and precise hand-eye coordination. There may be periods of prolonged walking, sitting or standing.

The employee must be able to feel attributes of objects, grasp, push, stand, walk, drive, reach with hands/arms, bend, stoop, squat, kneel, crouch, twist, climb/balance and reach both to ground level and overhead, and operate mechanical equipment.

The employee is regularly required to have repetitive wrist, hand and/or finger movement.

The employee may be exposed to noises including loud and machinery-related noises. Physical demand requirements are at levels of moderate to heavy work.

The employee may be required to wear Personal Protective Equipment as required for the assigned job duties. Some tasks may require use of a respirator.

Work Environment:

The work is typically performed at City facilities, in offices, and/or outdoors. The employee may be exposed to loud noise levels, dust, dirt, pollen, machinery with moving parts, and wet/humid conditions, inclement weather, vibration, extreme temperatures (hot/cold), mechanical oils, airborne particles/fumes, risk of electrical shock associated with equipment and wiring, subject to areas of confined space or with poor lighting and ventilation, fumes and/or odors, potentially hazardous or cancer-causing agents/chemicals. The work may require the use of protective devices such as masks, goggles, gloves, respirators and/or other gear.
